Mandatory Insurance and Waiver

Unexpected medical bills, illness, injury, and the need for mental health care can create barriers in a student’s progress towards their degree. Having adequate health insurance coverage can reduce or eliminate these barriers and ensure that students have access to the health care they need.

The University of Maryland requires that students have adequate health insurance coverage. Adequate health insurance should be compliant with the requirements under the Affordable Care Act (ACA).

Each academic year students must fill out a health insurance waiver to prove they are compliant with this requirement. If they are not compliant, they may purchase the Student Health Insurance Plan (SHIP).

Which Students are Required to have Health Insurance?

The University of Maryland requires that the following students have adequate health insurance coverage:

  1. All undergraduate students taking 6 or more credits.
  2. All international undergraduate students enrolled beginning Fall 2017.

Students that do not have adequate health insurance coverage must purchase and enroll in the Student Health Insurance Plan (SHIP). Beginning in 2017, all international undergraduate students are also required to purchase SHIP.

If students have their own health insurance coverage and do not wish to purchase SHIP, they must complete a health insurance waiver each academic year.

Health Insurance Waiver

In order to prove compliance with the University of Maryland’s mandatory health insurance requirement, students must fill out an online health insurance waiver.

The Health Insurance Waiver is a hard waiver; students will automatically be billed for the Student Health Insurance Plan (SHIP) on their student accounts. The bill is sent out after July 15 2019. In order to remove this charge, the waiver must be completed on time; by September 15 2019.

Failure to complete the waiver will result in students being responsible for the payment of SHIP in full. They will be enrolled in SHIP on the official enrollment date in October 2019.

What is needed to complete the Mandatory Health Insurance Waiver?

In order to complete the waiver, students must have:

  1. An active health insurance coverage that is compliant with the ACA.

  2. A university ID number.

Who has to complete the Mandatory Health Insurance Waiver?

The following students must complete the waiver:

  1.  Domestic undergraduate students taking more than 6 credits. 

These students must visit www.firststudent.com to complete the waiver. This needs to be done every academic year.

Who does not need to complete the Mandatory Health Insurance Waiver?

The following students do not need to complete the waiver:

  1. International undergraduate students that have enrolled on or after Fall 2017 are unable to complete the waiver. Instead they must purchase and enroll in SHIP.
     
  2. Students that do not have their own health insurance coverage or do not have ACA compliant health coverage. Instead of completing the waiver, they are required to purchase and enroll in SHIP.
     
  3. Students that wish to purchase SHIP; however, they must go to www.firststudent.com to enroll in SHIP.

Please be aware that SHIP coverage does not automatically roll over from academic year to academic year; enrollment must be completed every academic year.

How Can the Mandatory Health Insurance Waiver be Completed?

Please note that the waiver can only be completed online at www.firststudent.com.

The Business Office hours are between 8:30 am-4:30 pm. They are closed between 1:15-2:15 pm.   
 

 

To complete the waiver:

  1. Visit www.firststudent.com
     
  2. Select University of Maryland College Park from the drop down menu.
     
  3. Under Student Tools choose Undergraduate Students.
     
  4. Scroll down the page and choose the link Waive Coverage (Opt Out of Coverage) and click the blue box Waive Now.
     
  5. Enter student’s date of birth and University ID number; do not enter your Directory ID or SSN. The University ID number can be found on the Admissions Letter or through the Admissions Portal.
     
  6. Complete the Waiver Request Form.
     
  7. Click the Submit button.
     
  8. A confirmation screen will appear. You can print or screenshot this for your records.
     
  9. A conformation of your approved waiver will be forwarded to the email address that is on file with the Registrar. If you do not see this email in your inbox, please check your spam folder. Please save this email for your records. You can also double check to see if your waiver has been properly submitted by going to www.firststudent.com and trying to do the waiver again. The site will alert you if it has been completed.

If students have not submitted their waiver by July 15 2019, they will be billed the SHIP premium on their student account. The charge can be reversed if an approved waiver is completed by September 15 2019.

  1. Completion of the waiver does NOT put your health insurance on file with the University Health Center.
     
  2. Completion of the waiver does NOT guarantee that your health insurance will cover services at the University Health Center.
